When estrogen levels are low, the hypothalamus orders the pituitary gland to release more estrogen. And, if progesterone levels are low, then the hypothalamus once again lets the pituitary gland to release more progesterone. These are positive feedback. Negative feedback is when hypothalamus orders the pituitary gland to stop releasing more hormones. All this is simply like a "feedback" to each other to signal the release of hormones.
